India Updates FRRO Registration Rules for Foreign Nationals Staying Beyond 180 Days

FRRO Registration Rules  

The Government of India has implemented changes to foreign national registration requirements by updating the Immigration and Foreigners Rules, affecting individuals who enter the country on visas lasting 180 days or less. 

The update modifies longstanding procedures tied to registration with the Foreigners Regional Registration Office (FRRO) and Foreigners Registration Office (FRO), introducing stricter timing requirements for those seeking to extend their stay beyond the initial visa period. 

Previous Registration Framework 

Under prior government rules governing foreign national registration in India: 

Individuals entering on visas valid for 180 days or less were not required to register upon arrival 

  • If they wished to remain in India beyond 180 days, they were required to:  
  • Register with the FRRO/FRO within 14 days after the expiry of the 180-day stay  

This effectively created a 14-day grace period after the initial authorized stay for those seeking extensions. 

New Registration Requirement 

Under the revised rules issued by the Ministry of Home Affairs: 

  • Foreign nationals intending to stay beyond 180 days must now:  
  • Complete FRRO/FRO registration before the expiry of the 180-day period 

This represents a shift from a post-expiry registration model to a pre-expiry compliance requirement, requiring applicants to act proactively. 

Additionally: 

  • Late registration will now generally be permitted only in limited or emergent circumstances, signaling stricter enforcement. 

Scope of FRRO/FRO Services 

The FRRO/FRO framework remains central to immigration compliance in India, providing services including: 

  • Registration and extension of stay 
  • Renewal and conversion of visas 
  • Exit permissions and additional entry approvals 
  • Updates to personal details (e.g., address or passport changes)  

These services continue to be governed by the Registration of Foreigners Rules, 1992, as updated by Ministry of Home Affairs instructions.
