Taiwan Moves APEC Business Travel Card Applications Online

• Taiwan will launch a new online application form system for APEC Business Travel Card (ABTC) applicants on September 1, 2026, replacing the current paper-based application form process.  

APEC Business Travel Card 

Taiwan’s Ministry of Foreign Affairs (MOFA) announced that it will implement an online application form system for the Asia-Pacific Economic Cooperation (APEC) Business Travel Card (ABTC) beginning September 1, 2026, at 10:00 a.m. local time. 

Taiwan officials will no longer accept the current paper application form after the new system takes effect.

New Application Process 

Under the updated procedure, eligible ABTC applicants must first complete the application form online through the Bureau of Consular Affairs website before submitting their application package. After completing the online form, applicants must: 

• Print the completed application form; 
• Sign the form; 
• Attach a photograph; and 
• Submit the form and supporting documents in person or through an authorized representative at a designated government office or overseas mission, along with the applicable fees.  

While the application form process is being digitized, applicants must still provide physical documentation as part of the filing process.  

Impacted Individuals

The change applies to individuals eligible to apply for a Taiwan-issued ABTC under Taiwan’s APEC Business Travel Card regulations.  

Applicants seeking new cards or renewals should prepare for the transition to the online filing system before September 1, 2026.
