India Notifies Citizenship Amendment Rules with New Provisions for OCI Cardholders

India Issues Updated Citizenship and OCI Rules 

India has released the Citizenship Amendment Rules, 2026, outlining revised processes for individuals applying for Indian citizenship and updating compliance requirements for Overseas Citizen of India (OCI) cardholders.  

Key Changes 

According to the government announcement, the new rules introduce the following changes: 

  • Mandatory online filing for all OCI services: Applicants must now submit all OCI registration, re‑issuance, renunciation and cancellation requests electronically through the OCI Services portal.
  • Introduction of electronic OCI (e‑OCI): The government now issues a digital OCI record in place of, or in addition to, a physical card, and maintains all OCI records electronically.
  • Streamlined documentation requirements: Applicants upload all supporting materials digitally and no longer submit duplicate documents.
  • Updated rules for minors: A minor cannot hold both an Indian and a foreign passport at the same time.
  • Revised renunciation and cancellation procedures: Individuals renouncing OCI status must surrender their physical card to the nearest Indian Mission or FRRO. A canceled OCI registration remains valid even if the individual does not return the physical card.
  • Biometric consent for fast‑track immigration: Applicants must provide biometric‑collection consent to participate in India’s Fast Track Immigration Programme.

Foreign nationals seeking Indian citizenship and current OCI cardholders should review the updated requirements to ensure compliance with the new rules. Additional procedural guidance may be issued as implementation continues.
