Finland will introduce significantly stricter conditions for obtaining a permanent residence permit starting 8 January 2026, following the entry into force of amendments to the Aliens Act.
Key Changes Effective 8 January 2026
- Longer residence requirement: Applicants must now reside in Finland for six years on a continuous basis with a residence permit (previously four years).
- Mandatory language skills: Applicants must demonstrate proficiency in Finnish or Swedish, aligning permanent residence with integration goals.
- Proof of successful integration: Authorities will assess integration based on factors such as employment history, education and participation in integration measures.
- Work-history requirement: Applicants must demonstrate a sufficient and continuous work history, showing stable labor-market participation.
- Stricter assessment of criminality and public order concerns: Authorities will apply enhanced scrutiny to ensure applicants do not pose risks to public order or security.
The Ministry emphasizes that these changes are part of the government’s broader migration policy reform package aimed at ensuring that permanent residence is granted only to individuals who have demonstrated long‑term commitment and integration into Finnish society.
