Qatar Establishes Framework for Freelance and Part-Time Work

Framework for Freelance and Part-Time Work
Qatar issued Law No. 9 of 2026, amending provisions of the Labor Law of 2004. The reforms are designed to modernize the labor market, increase workforce flexibility and strengthen regulatory oversight.
Several of the changes are expected to affect employers that hire foreign nationals, although implementing regulations are still required before certain measures take effect.
Legal Framework Established for Freelance and Part-Time Work
The amendments create a legislative basis for:
- Part-time employment arrangements; and
- Freelance work.
According to Qatari authorities, future implementing decisions will set out the rules governing these work models. The government stated that the framework is intended to provide businesses with greater flexibility and support evolving labor market needs, including platform-based and service-economy work.
Recruitment Agency Oversight Strengthened
The amended law includes measures aimed at increasing oversight of recruitment agencies, including:
- Enhanced supervision of recruitment activities; and
- New regulatory requirements intended to improve service quality and protect employers and workers.
The changes are expected to impact the recruitment and employment of foreign workers in Qatar.
Professional Qualification Requirements Introduced
The law also establishes a framework for mandatory professional qualifications for certain occupations. Requirements may include:
- Professional certifications;
- Training credentials; and
- Competency examinations.
Qatari officials indicated that these measures are intended to improve workforce quality, productivity, and workplace safety, particularly in skilled and technical professions.
