Finland Government Proposes Citizenship Test

  • Finland plans to introduce a citizenship test assessing applicants’ civic knowledge starting in 2027.

Finland Proposes New Citizenship Test for Applicants 

Finland proposed a new citizenship test requiring applicants to demonstrate understanding of Finnish society, legislation, rights and culture.  

The test will be computerbased, available in Finnish or Swedish, and supported by publicly available study materials.  

If approved, the test would be introduced after the legislative amendments enter into force at the beginning of 2027. 

Why the Change?  

It forms part of a broader tightening of citizenship requirements.
