EU Agrees on Digital System for Posted Worker Declarations
Key Point
- The EU has reached a provisional agreement to introduce a digital declaration system for posted workers, aimed at reducing administrative burdens and improving cross-border compliance.
Posted Worker Declarations
On June 23, 2026, the European Council and Parliament reached a provisional agreement on a regulation to establish a standardized digital system for declaring posted workers across EU member states.
A posted worker is an employee temporarily sent by their employer to provide services in another EU country.
Digital Declaration Platform
The agreement requires the European Commission to develop a multilingual public interface where companies can submit posting declarations electronically.
Member states may choose to adopt the EU system instead of their national platforms. Once adopted, they cannot require additional parallel declarations.
Simplified Requirements
The regulation introduces a standardized online declaration form with harmonized data requirements across participating countries.
This aims to:
- Reduce duplication across jurisdictions
- Ensure consistency in compliance requirements
- Limit additional documentation requests
Improved Compliance and Administration
The system will include new features such as:
- Document uploads for posting requirements
- Data validation tools
- Communication channels between employers and authorities
- Access for workers to view their declaration details
These updates are intended to strengthen enforcement while simplifying administrative processes.
