United Kingdom Travel Documentation Rules for British Dual Nationals Under ETA Scheme
Key Point
- The U.K. has introduced temporary, carrier‑discretion rules allowing certain British dual nationals to travel without a valid U.K. passport during the rollout of the Electronic Travel Authorisation program.
Expired UK Passports for Dual Citizens
On 2 March 2026, the United Kingdom (U.K.) issued temporary guidance allowing certain British dual nationals to travel without a valid U.K. passport, easing disruptions linked to the rollout of the Electronic Travel Authorisation (ETA) program.
The update provides short‑term flexibility for travelers who cannot immediately present standard proof of their right of abode.
Carriers May Accept Expired U.K. Passports
Transport carriers may now, at their discretion, accept the following in place of a valid U.K. passport or Certificate of Entitlement:
- An expired British passport issued in 1989 or later
- A valid non‑visa national passport (e.g., EU, Australia, Canada, New Zealand)
Biographic details must match. This measure aims to reduce travel disruptions during ETA enforcement
British Citizens Naturalized After EUSS May Travel on Non‑UK Documents
The U.K. has confirmed that dual British citizens who obtained U.K. nationality after securing status under the EU Settlement Scheme (EUSS) may continue to travel using their non‑U.K. passport or EU/EEA/Swiss national ID card, correcting a previous ETA‑related restriction.
Home Office Announces a Transitional “Grace Period” for Carriers
A written statement issued on 25 February 2026 confirms that the Home Office has instructed carriers to take a compassionate, pragmatic approach during ETA implementation.
Carriers are encouraged not to deny boarding to British dual nationals who can reasonably demonstrate their citizenship through alternative documentation, including expired U.K. passports.
This grace period is designed to minimize travel disruption as full ETA enforcement begins.
Carrier Discretion Remains Key
- The policy is not mandatory for airlines or transport operators.
- Travelers must confirm acceptance of the carrier’s policies directly with their carrier.
- The Home Office has not announced an end date for this temporary measure.
