Shanghai Launches New Residence Permit to Attract Global Talent

  • Shanghai introduced a new Overseas Talent Residence Permit to streamline long-term residency for highly skilled foreign professionals  

Overseas Talent Residence Permit  

The Shanghai Municipal Government has launched a new Overseas Talent Residence Permit, replacing the previous Type B permit, to attract and retain international professionals, overseas Chinese students, and residents of Hong Kong, Macau and Taiwan. 

Effective from 1 July 2025 to 30 June 2030, the permit offers a simplified application process and expanded access to public services, including education, healthcare and housing.  

Eligible applicants must hold a bachelor’s degree or possess specialized skills aligned with Shanghai’s development goals.
