Norway Proposes New Work-Based Residence Permit for Ukrainians

• Norway is proposing a pathway that would allow eligible Ukrainians with temporary protection to obtain employment-based residence permits. 

Work-Based Residence Permit for Ukrainians 

The Government of Norway has proposed a new residence permit pathway for Ukrainian nationals currently holding temporary collective protection status. Under the proposal, eligible individuals who are working in Norway would be able to transition from temporary protection to an employment-based residence permit.  

To qualify under the proposed scheme: 

• Applicants must meet specified income thresholds and other eligibility requirements. 
• The permit may provide a pathway to permanent residence after three years. 
• Eligible spouses, partners and children may also be included under the proposed framework. 

If approved, the new pathway would offer greater long-term stability of residence for Ukrainian nationals who have entered the Norwegian labor market and established ongoing employment in Norway. 

Looking Ahead 

The proposal is currently under consultation, with authorities planning implementation as early as summer 2027 if adopted. Temporary collective protection measures will remain available.
