Finland Implements Stricter Citizenship Requirements
Key Point
- Finland has implemented amendments to its Citizenship Act that introduce stricter eligibility requirements for applicants
Citizenship Requirements in Finland
Finland confirmed that amendments to the Citizenship Act took effect on 17 December 2025, tightening several key requirements for individuals seeking Finnish citizenship. The changes apply to all applications submitted on or after this date.
Under the revised law, applicants must now meet stricter financial resource requirements, demonstrating stable and sufficient income before naturalization. The amendments also strengthen the integrity requirement. These measures will make it more difficult for individuals with criminal offenses or integrity concerns to qualify. Additionally, the updated rules give authorities expanded grounds to revoke citizenship in certain circumstances.
Why the Change?
These changes align with the Finnish government’s broader policy goals of ensuring that citizenship is granted only to individuals who are well‑integrated, financially self‑sufficient and able to meet Finland’s legal and societal expectations.
