Finland Proposes Higher Income Thresholds for Family Reunification  

Finland’s Ministry of the Interior has launched a public consultation on a proposal to establish family reunification income thresholds by government decree rather than by administrative guidance issued by the Finnish Immigration Service. The consultation will remain open through October 2, 2026.  

Proposed Changes 

Under the proposal: 

• The Finnish government would set income thresholds to demonstrate sufficient financial resources for family reunification by government decree.
  As part of broader immigration reforms, the government will review the current income requirements.
  Under the proposal, the government would maintain or increase income thresholds rather than lower them when adopting the decree.
  The government will assess how the income requirements affect labor availability and public finances.
  Currently, the Finnish Immigration Service sets the required income amounts through administrative guidelines.
