EU Single Permit Framework
The European Union adopted an updated Single Permit Directive—Directive (EU) 2024/1233—which must be transposed into national law by 21 May 2026. According to the European Commission’s official migration policy page, the Single Permit framework establishes a simplified, combined application for both the right to work and reside in an EU Member State.
The revised rules aim to harmonize procedures across the EU, improve transparency for employers and strengthen protections for non-EU nationals. The updated framework replaces the 2011 Single Permit Directive and introduces clearer timelines, more predictable processes and expanded worker rights.
Key Changes
Under the updated Directive, Member States must implement the following measures by May 2026:
- One combined application for both residence and work authorization, submitted through a single procedure.
- Clearer and faster processing, including a defined decision deadline once an application is deemed complete.
- Stronger protections for non‑EU workers, including improved equal‑treatment rights and safeguards during unemployment.
- More transparency for employers, with clearer communication requirements and standardized information on procedures.
- Clearer rules for changing employer or role, reducing administrative barriers and allowing limited periods of unemployment without loss of status.
