Vietnam Expands VNeID Eligibility for Foreign Nationals

• Vietnam expanded eligibility for its VNeID electronic identification system, allowing foreign nationals who legally enter or reside in the country to obtain digital identity accounts.  

VNeID Eligibility for Foreign Nationals 

Vietnam has expanded access to its electronic identification system (VNeID) for foreign nationals under Decree No. 320/2026/NĐ-CP, which will take effect on September 28, 2026. 

Previously, electronic identification accounts were generally available only to foreign nationals holding a Temporary Residence Card (TRC) or Permanent Residence Card (PRC). Under the new rules, foreigners who legally enter or reside in Vietnam may apply for a VNeID account upon request. 

Eligible foreign nationals aged six and older may apply for a Level 2 electronic identification account, which requires an in-person appointment for identity verification and biometric data collection.

Why It Matters 

The change is expected to make it easier for foreign residents, investors and company representatives to access digital government services and complete administrative procedures online. 

It may be particularly beneficial for foreign-invested companies whose foreign legal representatives were previously unable to obtain a personal VNeID account because they did not hold a TRC or PRC. The expanded eligibility should also support the establishment and management of Business VNeID accounts used to access government portals and online services.
