The Kingdom of Saudi Arabia Begins Saudization of Tourism‑Sector Professions

- The Kingdom of Saudi Arabia has launched the first phase of localizing 28 tourism‑sector professions following the end of the official grace period.
Saudization of Tourism‑Sector Professions
On April 22, 2026, the Ministry of Human Resources and Social Development (MHRSD), in partnership with the Ministry of Tourism, began implementing the first phase of the decision to localize a broad range of tourism‑sector roles.
This follows the expiration of the previously granted grace period for employers.
Professions Subject to Saudization
100% Saudization
The following roles must now be fully staffed by Saudi nationals:
- Receptionist
- Hotel receptionist
- Central staff
- Information writer
70% Saudization
Twelve professions are now subject to a 70% localization rate, including:
- Director of Hotel Control
- Hotel Control Specialist
- Tourist Guidance Specialist
- Procurement Specialist
- Sales Specialist
50% Saudization
Another twelve professions require 50% localization rate, including:
- Tourism Development Specialist
- Procurement Representative
- Tourist Agent
- Hotel Specialist
