Netherlands Updates Application Process for Issuing Provisional Residence Permits

- The IND released an updated online application form for renewing Highly Skilled Migrant permits, and employers must now use the new version for all renewal submissions.
Provisional Residence Permits
The Dutch Immigration and Naturalisation Service (IND) has announced changes to the application process for issuing a provisional residence permit (MVV).
As of 2 March 2026, applicants are no longer required to complete the MVV issue form at a Dutch diplomatic representation abroad.
A transition period will remain in place until March 31, 2026.
Applications approved on or after March 2, 2026
- The MVV issue form is no longer required for any MVV applications approved from March 2, 2026, onward.
- Applicants will not need to complete the form at a Dutch embassy or consulate.
Applications submitted before March 2, 2026
- The IND will continue processing applications filed before March 2, 2026.
- During the transition period, processing times may be longer than usual.
- The IND expects to complete all remaining pre‑March 2, cases by March 31, 2026.
From April 1, 2026, onward
- All MVV applications can be issued without the MVV issue form, regardless of the original submission date.
- The previous form‑based process will be fully discontinued.
