Malaysia Launches Overstay Management Program for Long-Term Pass Holders

Overstay Management Program  

Effective 21 October 2025, Malaysia introduced the Overstay Management Program to streamline enforcement procedures for long-term pass holders who exceed their authorized stay. Announced via eXpats MDEC on 24 October 2025, the initiative establishes clear compound rates for overstays of up to 90 days and outlines eligibility criteria for enforcement referral. 

Who it Applies to 

The program applies to holders of the following long-term passes: 

  • Employment Pass (EP) 
  • Dependent Pass (DP) 
  • Professional Visit Pass (PVP) 

New Compound Rates 

Overstays of up to 90 days will be compounded without referral to the Enforcement Division. A Special Pass application remains a requirement. 

Duration of Overstay  Compound Amount 
1–30 days  RM30 per day 
31–60 days  RM1,000 
61–90 days  RM2,000 

Not Eligible for Compounding Rates

The following cases must be referred to the Enforcement Division: 

  • Overstay exceeding 90 days 
  • Repeated overstay cases 
  • Overstay under Special Pass 
  • Individuals with criminal or immigration offence records 
  • Those listed on the “Senarai Syak” (Suspect List)
