Israel Minimum Prevailing Wage for Foreign Experts Increased for 2026

Prevailing Wage 2026  

Israel has raised the minimum salary requirement for foreign national experts beginning 1 January 2026. Employers must ensure that all new, renewal, and pending work permit applications meet the updated wage threshold. 

The Israeli National Insurance (Social Security) has published the 2026 Israeli Average Salary, set at ILS 13,566 per month. Under existing regulations, the minimum salary for foreign national experts—commonly referred to as the “Expert Salary”—must be double the national average salary. 

Accordingly, the Expert Salary for 2026 is ILS 27,132 gross per month. 

Initial and Renewal Applications 

Employers submitting new or renewal work permit applications for foreign national experts on or after 1 January 2026 must offer a minimum monthly salary of NIS 27,132 to comply with the updated rule. 

Pending Applications 

Work permit applications submitted but not yet adjudicated as of 1 January 2026 must also reflect the new minimum salary. Employers may need to update supporting documents to demonstrate compliance.

Non‑Compliant Applications 

The Ministry of Interior indicated that it will reject applications that do not meet the new minimum salary requirement.
