Canada published supplementary details on its 2026–2028 Immigration Levels Plan, outlining a strategic recalibration of both temporary and permanent resident admissions.
Key highlights include:
- Temporary resident arrivals will decrease to 385,000 in 2026 and 370,000 in both 2027 and 2028. These figures include international students and temporary foreign workers under the International Mobility Program (IMP) and the Temporary Foreign Worker Program (TFWP).
- The government aims to reduce Canada’s temporary resident population to under 5% of the total population by the end of 2027, citing sustainability goals.
- Permanent resident admissions will stabilize at 380,000 annually through 2028, with a continued emphasis on economic immigration. The economic category will account for 64% of admissions in 2027 and 2028.
- Francophone immigration targets outside Quebec will rise, reaching 10.5% by 2028, supporting Canada’s broader goal of 12% by 2029.
- Canada will maintain its global leadership in refugee resettlement, with 13% of admissions dedicated to refugee programs and a stable share for family reunification (21.3–22.1%).
- A one-time initiative will streamline permanent residence for 115,000 protected persons already in Canada, alongside a targeted transition of up to 33,000 temporary workers to permanent status in 2026 and 2027.
Canada aims to stabilize immigration growth through its new plan. At the same time, it continues to support labor market needs, humanitarian commitments and family reunification.
