The Republic of Korea Raises Foreign Worker Cap in Agriculture

  • The Republic of Korea has increased the hiring cap for skilled foreign workers to 50% in agriculture, livestock and fisheries to address labor shortages. 

Foreign Worker Cap in Agriculture 

On June 1, 2026, South Korea’s Ministry of Justice announced an increase to the quota for skilled foreign workers (E74 visa) in key rural industries.  

The change is aimed at addressing persistent labor shortages in agriculture, livestock and fisheries. 

Expansion to 50% 

Lawmakers raised the hiring cap for skilled foreign workers from 30% to as much as 50% of a company’s workforce in the affected sectors. This expansion gives employers greater flexibility to hire international talent.

Support for Small Businesses 

Employers with four or fewer U.S. workers may hire up to two foreign skilled workers. The provision aims to help small and rural businesses address severe labor gaps.
