Media Alert: Trump Administration Investigates J-1 Scholar Visa Programs at Select Universities
- Media reports indicate the Trump administration has launched investigations into the use of J-1 scholar exchange visas at select U.S. universities, citing concerns that foreign researchers may have been hired at wages below those paid to comparable U.S. workers.
Administration Launches J-1 Scholar Visa Investigation
According to media reports, including Bloomberg, the Trump administration has launched investigations into the use of J-1 scholar exchange visas at select U.S. universities. The administration alleges that certain institutions may have used the program to employ foreign researchers, scholars and other exchange visitors at compensation levels below those paid to similarly situated U.S. workers.
The announcement was made during an Oct. 8, 2026, press conference, where Vice President JD Vance stated that the U.S. Department of Labor had issued subpoenas as part of the investigation.
Administration officials said the inquiry is part of a broader effort to examine potential abuse of employment- and education-related immigration programs. Vance characterized the effort as addressing concerns that some institutions may be using foreign researchers to undercut wages for American graduate students and researchers.
Potential Impact on Universities and Exchange Visitors
While details remain limited, the investigations could increase scrutiny of the J-1 Exchange Visitor Program, particularly scholar and research categories commonly used by higher education institutions.
At this time, administration officials have not announced changes to J-1 visa eligibility or program requirements. However, universities and other exchange visitor program sponsors may face increased compliance reviews and requests for documentation as federal authorities gather information.
Looking Ahead
As of Oct. 8, 2026, the administration has not announced any formal policy changes affecting the J-1 Exchange Visitor Program. The allegations remain under investigation, and no final findings have been released. Additional details may emerge as federal authorities continue their review in the coming weeks.
