Malaysia Updates Exit Clearance Requirements and Announces New i-KAD Delivery Process
- Malaysia’s Expats Service Centre has reminded employers to update expatriate exit clearance records, complete outstanding pass cancellation requirements and prepare for a new i-KAD delivery process effective October 15, 2026.
Malaysia Issues Compliance Reminder for Employers Sponsoring Expatriates
On Oct. 12, 2026, the Expats Service Centre issued a reminder to employers regarding several immigration compliance obligations, including exit clearance requirements, pass cancellation procedures and changes to i-KAD collection arrangements.
Exit Clearance Records Must Be Updated
Employers are responsible for ensuring that expatriate exit statuses are accurately reflected in the eXpats System.
This requirement applies to expatriates who:
- Hold an expired Employment Pass (EP)
- Do not have a recorded exit from Malaysia
- Have not updated or shortened their pass validity with the Immigration Department of Malaysia (JIM)
Employers are encouraged to review and update affected records through the Exit Clearance module in the eXpats System.
Potential Impact of Non-Compliance
According to the announcement, failure to update Exit Clearance records may affect future immigration filings submitted through the eXpats System.
New i-KAD Delivery Arrangement
The Expats Service Centre also announced a change to the i-KAD distribution process.
i-KAD Collection at the Service Centre Will End
Companies with uncollected i-KADs are encouraged to arrange collection as soon as possible.
Beginning Oct. 15, 2026, i-KADs will no longer be available for collection at the Expats Service Centre counter.
What Changes Under the New Process?
Under the new arrangement:
- i-KADs will be delivered directly to companies
- Companies can expect to receive i-KADs within 10 business days from the date the ePASS is issued
Additional information regarding the delivery process is expected to be released separately.
Employers Reminded to Complete Pass Cancellation Requirements
The Expats Service Centre also noted that many pass cancellation requests have been submitted through the eXpats System, but required original passports have not yet been provided.
Original Passports Remain Required
Employers with pending cancellation requests should submit the original passport as soon as possible to complete the cancellation process.
Failure to provide the required documentation may result in:
- Delays in completing pass cancellation requests
- Inability to complete related immigration transactions
- Delays affecting future immigration applications
