- Japan has updated its permanent residence guidelines, introducing expanded assessment criteria related to financial stability, tax and social insurance compliance, Japanese language ability and integration into Japanese society.
Japan Permanent Residence Requirements Updated
The Immigration Services Agency of Japan has revised its permanent residence guidelines effective Oct. 1, 2026. The updated guidance provides greater detail on how authorities assess permanent residence applications and whether an applicant’s continued residence aligns with Japan’s national interests.
Expanded Assessment Criteria for Japan Permanent Residence
Under the revised guidelines, authorities may consider:
- Financial stability, including household income, assets and the ability to maintain an independent livelihood.
- Compliance with tax, pension and other public payment obligations.
- Adherence to immigration requirements, including required notifications and reporting obligations.
- Criminal history and other legal violations.
- Extended absences from Japan that may affect eligibility.
New Integration Factors for Permanent Residence Applicants
The revised guidance also introduces or expands consideration of:
- Japanese language proficiency, generally at approximately the B1 level.
- Understanding of Japanese laws, systems and social rules.
- School attendance of school-age dependent children residing in Japan.
Existing Permanent Residence Eligibility Requirements Remain
Applicants generally must continue to demonstrate:
- Good conduct;
- Sufficient assets, income or skills to support themselves and their household; and
