Japan Proposes Updates to Permanent Residence Guidelines

• Japan’s Immigration Services Agency opened a public consultation on proposed revisions to its Permanent Residence (PR) guidelines, with comments accepted through September 4, 2026.  

Permanent Residence Guidelines 

Japan’s Immigration Services Agency (ISA) has released draft revisions to its Permanent Residence (PR) guidelines and opened a public comment period through September 4, 2026. The proposed changes would introduce new financial, pension and integration-related requirements for PR applicants.  

Proposed Permanent Residence Requirements 

Under the draft guidelines, PR applicants would be expected to: 

• Earn an annual income that exceeds the average Japanese household income. 
• Demonstrate expected pension benefits comparable to those accrued through 30 years of contributions to Japan’s employee pension system at the applicant’s income level. 
• Show contributions to Japan’s national interests through factors such as:  
• Japanese language proficiency 
• Understanding of Japanese laws and social systems 
• Good conduct and financial self-sufficiency without becoming a public burden 

Implementation Timeline 

The government will accept public comments until September 4, 2026, and plans to implement the revised guidelines on October 1, 2026. According to the draft, authorities may apply income requirements and public-burden assessments retroactively to applications filed as early as April 2026, while they expect to apply the remaining proposed criteria to applications submitted beginning in April 2027.
