Iceland Updates Collective Protection Processing for Ukrainians

• Iceland has issued new guidelines for processing new collective protection applications related to the war in Ukraine, effective August 23, 2026, without affecting individuals who already hold collective protection in the country.

Collective Protection Processing for Ukrainians 

Iceland’s Minister of Justice has issued new guidelines affecting the processing of new applications for collective protection related to the war in Ukraine. The changes took effect on August 23, 2026 and do not affect individuals who already hold collective protection in Iceland.  

Applicants with Temporary Protection Elsewhere 

As of August 23, 2026, Iceland will generally no longer grant collective protection to individuals who already hold a valid temporary protection residence permit in: 

• An EU Member State;
• Denmark;
• Norway; 
• Switzerland; or 
• Liechtenstein.  

The Directorate of Immigration may make exceptions on a case-by-case basis, including for certain applicants with family ties to individuals in Iceland who hold collective protection.  

New Requirements for Individuals Leaving Ukraine 

Individuals who left Ukraine after August 23, 2026, must demonstrate that they were authorized to leave the country under Ukrainian law to qualify for collective protection in Iceland.  

Applicants may be required to provide: 

• Evidence of lawful departure, such as a passport exit stamp; or 
• Documentation confirming they are not subject to obligations toward Ukraine’s armed forces.  

The burden of proof rests with the applicant.  

Alternative Protection Options 

Individuals who do not qualify for collective protection under the revised guidelines may still apply for international protection (asylum) in Iceland, which will be assessed separately under the Foreign Nationals Act.
