European Commission Releases First‑Ever EU Visa Policy Strategy

  • The European Commission has released its first‑ever EU Visa Policy Strategy, outlining how the EU plans to modernize, secure and streamline its visa system. 

EU Visa Policy  

On 29 January  2026, the European Commission published its first comprehensive EU Visa Policy Strategy, outlining planned reforms focused on modernizing visa processes.  

The strategy provides a multi‑year roadmap for updates to the Visa Code, oversight of visa‑free travel and digitalization efforts across the Schengen area. 

This update was released alongside the EU’s separate five‑year strategy on labor and talent mobility. 

Key Highlights 

Updated Framework for Visa Exemptions (2026) 

The Commission will introduce a clearer, more measurable system for assessing whether visa‑required countries may qualify for visa‑free travel. Planned criteria include: 

  • Visa refusal and overstay trends 
  • Unfounded asylum applications 
  • Return/readmission cooperation 
  • Security and counter‑crime cooperation 

Stronger Oversight of Visa‑Free Countries 

The EU will increase monitoring of visa‑exempt countries due to concerns such as overstays, asylum misuse and citizenship‑by‑investment programs. The revised visa suspension mechanism may be used more frequently. 

Planned Revision of the Visa Code 

Expected 2026 updates include: 

  • More strategic use of Article 25a, including suspension of fast‑track processing or multiple‑entry visas 
  • Potential targeted restrictions for certain passport categories in cases of political or security deterioration 
  • New criteria guiding local adaptations of visa rules 

Enhanced Travel Document Security 

The Commission will explore: 

  • A uniform EU list of accepted third‑country travel documents 
  • An EU‑level system for fingerprint verification 
  • More consistent definitions and penalties for document fraud 

Support for Humanitarian Cases 

Member States may continue issuing visas on humanitarian grounds, with digitalization expected to reduce administrative burdens. 

Next Steps 

The Commission plans to: 

  • Develop the new visa exemption assessment framework 
  • Propose a legislative revision of the Visa Code 
  • Strengthen the use of the visa suspension mechanism 
  • Advance initiatives to improve document security and fraud prevention
