Canada Launches New IRCC Measure to Support Quebec Workers and Employers

  • Canada introduced a temporary measure allowing eligible Quebec‑supported skilled workers to obtain an employer‑specific work permit for up to 12 months while the province reviews their eligibility for permanent residence. 

Changes to Quebec Immigration Policy  

On March 13, 2026, Canada announced a new temporary immigration measure to help Quebec retain skilled foreign workers progressing toward permanent residence. 

New Employer‑Specific Work Permit for Quebec Candidates 

Eligible foreign workers who have received an invitation from Quebec to submit a Demande de sélection permanente (DSP) may now apply for an employer‑specific work permit under the International Mobility Program (IMP). 

  • The permit allows workers to continue employment with their current Quebec employer for up to 12 additional months. 
  • The measure gives Quebec more time to assess eligibility for a Quebec Selection Certificate (CSQ) before workers apply for permanent residence. 
  • IRCC created this measure to support Quebec’s new policy and ensure immigration efforts remain targeted and effective. 

Additional Measures for Rural Employers 

To address rural labor shortages, Employment and Social Development Canada (ESDC) will introduce temporary measures for employers using the Temporary Foreign Worker Program (TFWP). To learn more, read our news alert 

Alignment With Canada’s Temporary Resident Reduction Goals 

Canada remains committed to reducing the temporary resident population to below 5% of the national population by the end of 2027. This targeted measure supports that objective while helping provinces and territories meet workforce needs.
