Work Visa Quotas for New Businesses

The Kingdom of Saudi Arabia has introduced a new work visa quota framework for newly established businesses.

Under the updated rules, the number of work visas available to employers will depend on how long the business has been operating and whether it participates in the government’s Establishing Programme.

The changes are intended to align foreign hiring with employers’ progress under the Nitaqat nationalization system.

New Work Visa Limits

Businesses that have been operating for less than two years may obtain up to five work visas. Companies operating for more than two years, may obtain up to 50 work visas, through one application or multiple applications submitted in the same week.

Establishing Programme Quotas 

Companies enrolled in the Establishing Programme will initially receive an allocation of two work visas. Visa quotas may increase over time as employers advance through the program and improve their Nitaqat classification.
