Malaysia Expatriate Passes Shortening Requirement
Malaysia has introduced a new requirement for companies managing expatriates. Employers must now shorten expatriate passes prior to the individual’s permanent departure from Malaysia.
To comply, companies are required to submit a pass shortening application through the ESD Online portal under the Sub‑Product tab. Once the application is approved, a Shorten Pass Slip will be issued and made available for download. Expatriates must keep this slip in their possession throughout the departure process and present it upon request.
Exit Clearance for Expired Pass Holders
Effective 18 November 2025, companies must complete an Exit Clearance through ESD Online if they have not submitted a renewal or pass‑shortening application after a pass expires. They must file the Exit Clearance within 30 days of the expiry date. Employers who do not comply will lose access to ESD Online and will be unable to submit or pay for new applications until they complete the clearance.
