• Canada has closed its special permanent residence pathways for Hong Kong residents, ending new applications as of August 31, 2026, while continuing to process applications submitted before the deadline.

Canada has closed its special permanent residence pathways for Hong Kong residents as of August 31, 2026, though applications submitted before the deadline will continue to be processed.  

The temporary public policy provided eligible Hong Kong residents and their family members with a pathway to Canadian permanent residence through two streams:  

• In-Canada Graduates (Stream A); and  
• Canadian Work Experience (Stream B). 

Eligible applicants with pending cases may still apply for an open work permit while awaiting a decision.  

What This Means for Applicants 

Individuals who did not submit an application before the August 31, 2026, deadline can no longer access these permanent residence pathways.  

However, IRCC will continue to process all applications accepted before the program closed.
