Australia Announces New Migration Reforms to Reduce Net Overseas Migration

• The Australian Government has announced a series of migration policy changes aimed at achieving its net overseas migration forecasts while supporting priority industries and strengthening visa integrity measures.  

2026 Migration Reforms to Reduce Net Overseas Migration 

The Australian Government has announced the next stage of migration policy changes designed to support its net overseas migration forecasts of 245,000 in 2026-27 and 225,000 in 2027-28.  

According to the government, the measures are intended to maintain the integrity of Australia’s migration system while continuing to support economic growth and access to skilled workers. 

Student Visa Measures 

The government will introduce additional integrity measures for the student visa program, including: 

• Restrictions on visa hopping.  
• Restrictions on secondary applicants on most student visas.  

Visitor Visa Changes 

The government will introduce a “No Further Stay” condition on visitor visas to help ensure they are used for genuine temporary travel rather than as a pathway to extend a stay in Australia.  

Working Holiday Maker Program Changes 

The government will: 

• Introduce a ballot system for second- and third-year visas under the Working Holiday Maker Program where regional work requirements apply.  
• Stabilize processing times for Working Holiday Maker applications at approximately three months. 

Skilled Migration and Compliance Measures 

The government will: 

• Prioritize skilled migration processing for key sectors, including healthcare, construction, education, law enforcement, defense, resources, agriculture, aquaculture and fishing.  
• Strengthen compliance measures to ensure individuals without valid visas leave Australia.  
• Increase enforcement efforts against migration agents who knowingly support visa applications without merit. 
• Update Ministerial Direction 110 to strengthen protections for victims of crime and domestic and family violence and to address certain forms of hate-related and other criminal behavior.  

Looking Ahead  

The Australian Government stated that these reforms will be implemented progressively over the next 12 months. Additional policy guidance and operational details are expected as implementation moves forward.
