South Africa Extends Zimbabwean and Lesotho Exemption Permits

Key Point

  • South Africa has extended both Zimbabwean Exemption Permits (ZEP) and Lesotho Exemption Permits (LEP) until 28 May 2027

ZEP and LEP Validity Extended

On 7 October 2025, South Africa issued Immigration Directives No. 20 and 21 of 2025, announcing the extension of both ZEP and LEP. All existing permits, previously set to expire on 28 November 2025, will now remain valid until 28 May 2027. This decision was made using the authority granted under section 31(2)(b) of the Immigration Act, 2002.

South African authorities will not arrest, detain or deport ZEP and LEP holders solely for not having a valid exemption certificate during the extended period. They may enter and exit South Africa without a visa, provided they meet other immigration requirements. Additionally, applicants do not need to present a valid exemption certificate or visa when they apply for any temporary visa category within South Africa.

This extension coincides with the launch of the Immigration Advisory Board (IAB), effective April 2025. The IAB will lead consultations to explore long-term solutions for exemption permit holders. The directives emphasize inclusive stakeholder engagement throughout this process.
