OFLC Releases New Public Data on Foreign Labor Certifications

  • The Office of Foreign Labor Certification has released new public data, including quarterly application stats, H-2B recruiter lists and randomized processing results for time-sensitive filings 

OFLC Public Disclosure and Program Transparency 

As part of its commitment to transparency and regulatory accountability, the Department of Labor’s Office of Foreign Labor Certification (OFLC) has released several data-driven updates that provide visibility into foreign labor certification activity and processing procedures. 

These disclosures include: 

  • Quarterly Application Data: OFLC has published public disclosure files and program statistics for Q3 of Fiscal Year 2025. These include final determinations issued for PERM, LCA (H-1B, H-1B1, E-3), H-2A, H-2B, CW-1 and prevailing wage requests processed between October 1, 2024 and June 30, 2025.  
  • H-2B Foreign Labor Recruiter List: An updated list of foreign labor recruiters engaged in H-2B filings has been released, as required under 20 CFR 655.9(c). The list includes names and locations of recruiters identified in Appendix C of Form ETA-9142B for applications processed through June 30, 2025.  
  • Randomized Processing Outcomes for H-2B Submissions: OFLC has published assignment group data for 2,421 H-2B applications submitted during the July 3–5, 2025, filing window for October 1 start dates. Officials randomized and grouped the applications for review and Group A reached the semi-annual visa cap of 33,000 positions.
