Executive Order to Launch Gold Card Visa Program
Key Point
A new Executive Order establishes the Gold Card visa program, offering expedited immigration for individuals making substantial financial gifts to the U.S.
U.S. Gold Card Visa
On September 19, 2025, an Executive Order was signed establishing the Gold Card visa program, a new immigration pathway for individuals who make significant financial contributions to the U.S. The program allows for expedited immigrant visa processing for:
- Individuals contributing $1 million personally
- Corporations or entities contributing $2 million on behalf of an individual
USCIS treats these contributions as evidence of exceptional business ability and national benefit, which enables faster visa adjudication while upholding existing legal and security standards.
The Secretary of Commerce, working with the Secretaries of State and Homeland Security, will implement the program. This includes developing application procedures, setting fees and evaluating potential expansion to other visa categories. The government will deposit all funds into the U.S. Treasury and use them to promote commerce and strengthen American industry.
Background on the Gold Card
The Gold Card program is part of a broader effort to align immigration policy with economic priorities and attract individuals with business experience and financial resources. The Trump administration first proposed the Card earlier in its term and is now formally launching it.
