CBP Announces New Immigration Fees Under HR-1 for FY 2025

HR-1 Immigration Fee Changes
U.S. Customs and Border Protection (CBP) will begin charging updated immigration-related fees on September 30, 2025, as required by the One Big Beautiful Bill Act (HR-1). These changes follow broader immigration funding updates introduced earlier this year by USCIS and the Department of State.
Form I-94 Arrival/Departure Record
CBP will charge a new $24 fee for Form I-94 applications at land border ports of entry, in addition to the existing $6 processing fee. The total cost will be $30. This fee does not apply to air or sea arrivals, where Form I-94 is issued automatically.
ESTA Authorization
The ESTA fee for travelers under the Visa Waiver Program will increase from $21 to $40. Travelers must pay this fee before entering the United States by air, sea, or land.
EVUS Enrollment
Nationals of the People’s Republic of China holding 10-year B1/B2 visitor visas must now pay a $30 fee to enroll in EVUS. This replaces the previous fee structure and applies at the time of enrollment.
CBP will adjust these fees annually based on inflation. The funds collected will be distributed to the appropriate agencies or the U.S. Treasury as required by law.
