Canada Temporary Halts Removals to the UAE, Kuwait, Bahrain and Qatar

Halt on Removals to UAE, Kuwait, Bahrain and Qatar  

Canada has announced a temporary halt on removals to the United Arab Emirates (UAE), Kuwait, Bahrain and Qatar due to volatile and unpredictable conditions in these countries. 

The agency states that current circumstances pose broad, generalized risks to civilian populations, prompting the pause. 

Key Details 

  • The measure is an Administrative Deferral of Removals (ADR), applied when conditions in a country create widespread safety risks.  
  • The ADR does not apply to individuals inadmissible on grounds such as criminality, serious criminality, human rights violations, organized crime or security concerns. 
  • Removals will resume once conditions stabilize and no longer pose generalized risks to civilians. 
  • This follows a similar pause issued on March 5, 2025, for removals to Israel and Lebanon. 
  • CBSA continues to process removals globally, completing over 22,500 removals in 2025 and approximately 400 per week. 

What This Means 

Individuals with pending removal orders to the UAE, Kuwait, Bahrain or Qatar may be temporarily protected under the ADR unless they fall under an inadmissibility exception.
