Key Point
- USCIS has unveiled the first set of changes to the naturalization civics test, initiating a multi-phase reform aimed at strengthening civic knowledge and reinforcing statutory requirements for U.S. citizenship
Naturalization Civics Test Reinstated
September 18, 2025 — On September 18, 2025, U.S. Citizenship and Immigration Services (USCIS) published a final notice confirming the implementation of the revised 2025 Naturalization Civics Test, effective for applicants who file Form N-400 on or after October 20, 2025.
The updated test reintroduces the 2020 format, which includes:
- A bank of 128 civics questions
- A 20-question oral exam, requiring 12 correct answers to pass
- A streamlined interview procedure, allowing officers to stop the test once an applicant passes or fails
The English language components of the naturalization test remain unchanged.
Study Materials and Transition Timeline
USCIS will release updated study guides and educational resources in advance of implementation. Applicants who file before October 20, 2025 will continue to take the 2008 version of the civics test.
Naturalization Civics Test Overhaul Begins
September 17, 2025 — On September 16, 2025, U.S. Citizenship and Immigration Services (USCIS) announced the initial updates to the naturalization civics test as part of a broader effort to modernize and enhance the American citizenship process. The changes are outlined in a proposed rule published for public inspection in the Federal Register.
Key Details for Naturalization Test Changes:
- USCIS will implement the revised test in 2025 and update its questions to emphasize U.S. history, government and civic values.
- USCIS emphasized stricter standards for demonstrating good moral character, including disqualifications for unlawful voting or misrepresentation of citizenship status.
- The agency also plans to increase scrutiny of disability exceptions and conduct more thorough neighborhood investigations to verify eligibility.
Looking Ahead
According to USCIS, these changes begin a multi-step overhaul that aligns the naturalization process with statutory requirements and deepens applicants’ civic understanding. USCIS plans to publish the final rule on September 18, 2025, with additional changes planned in the coming months.
