United Arab Emirates Grants Mainland Access to Free Zone Firms

Dubai Issues Mainland Permit for Free Zone Firms
On 8 October 2025, the Dubai Free Zones Council (DFZC), in partnership with the Dubai Department of Economy and Tourism (DET), launched the Mainland Operating Permit. This permit allows companies licensed in Dubai’s free zones to conduct business in the mainland while keeping their free zone registration.
The change is based on Executive Council Resolution No. (11) of 2025 and aims to reduce costs, simplify licensing and support Dubai’s D33 economic strategy. Eligible companies can apply through their free zone authority.
