Quebec, Canada 2026–2029 Immigration Strategy

  • Quebec has released its 2026–2029 immigration orientations and 2026 Immigration Plan, aiming to limit overall admissions and strengthen French-language integration 

Quebec Immigration Plan  

On 6 November 2025, Quebec presented the province’s 2026–2029 immigration orientations and 2026 Immigration Plan. The strategy outlines Quebec’s intent to: 

  • Limit the volume of temporary and permanent immigration to ease pressure on reception and integration systems 
  • Prioritize French-language integration, with expanded francization services and regional support 
  • Align immigration with labor market needs, especially in sectors facing shortages 
  • Preserve regional vitality, encouraging settlement outside major urban centers 

The government also introduced complementary measures, including: 

  • Enhanced support for employers navigating immigration processes 
  • Improved data collection and transparency 
  • Stronger collaboration with federal authorities to manage temporary immigration flows
