Annual Report Requirements
The Philippines confirmed that all registered foreign nationals holding valid visas and Alien Certificate of Registration (ACR I‑Card or paper‑based) must complete the Annual Report in person or through authorized exemptions. The Bureau of Immigration emphasized that personal appearance is mandatory except for minors, seniors, pregnant women and those medically incapacitated.
Foreign nationals may report at designated BI offices nationwide, through mobile services, or via the Virtual Annual Report system for eligible visa categories. Fees include a ₱300 Annual Report fee, a ₱10 Legal Research fee and a ₱1,000 Express Lane fee for virtual reporting. Late compliance will incur fines and penalties.
The government requires compliance with the Annual Report before issuing an Emigration Clearance Certificate (ECC-B), and it warns that failure to comply may lead to administrative fines or prosecution.
