Canada, Ontario OINP Expands Eligibility for Self‑Employed Physicians

Key Point 

  • Canada, Ontario has expanded eligibility for self‑employed physicians under the OINP Employer Job Offer: Foreign Worker Stream, effective 1 January 2026. 

OINP Employer Job Offer  

Ontario has updated the Ontario Immigrant Nominee Program (OINP) to allow more internationally educated physicians to qualify as self‑employed applicants under the Employer Job Offer: Foreign Worker Stream. 

New Eligibility Criteria (Effective 1 January 2026) 

Physicians may now apply without a traditional employer job offer if they meet all of the following: 

  • NOC codes: 31100, 31101, or 31102 
  • Registration: Hold a provisional certificate of registration with the College of Physicians and Surgeons of Ontario (CPSO) 
  • Billing: Have an OHIP billing number 

These changes align with recent regulatory updates under the Medicine Act, 1991. 

Postgraduate Education License Removed 

Ontario has removed the postgraduate education license from the list of eligible certificates because holders cannot meet the OHIP billing requirement. 

  • These physicians may still qualify if they secure a job offer from an Ontario employer.
