Malaysia’s Advanced Passenger Biometric Screening System
On 9 October 2025, Malaysia formally announced the implementation of a new visitor tracking system designed to enhance border security and immigration oversight.
The system introduces a Foreign Digital Identity (FDID) framework, which utilizes biometric technologies, including fingerprinting, iris scanning and facial recognition, to monitor the entry and exit of foreign nationals.
This initiative will be supported by a centralized database and integrated with airline passenger information to enable advanced pre-arrival screening.
Trial deployments of the Advanced Passenger Screening System (APSS) commenced in September and October 2025, involving select airline carriers. While development of the system began earlier, the official launch and public disclosure confirm its active rollout and operational status.
