Malaysia Introduces Cooling-Off Period for Non-Compliant ESD Accounts

  • Starting 1 July 2025, Malaysia’s Expatriate Services Division (ESD) will enforce a six-month suspension for companies found violating compliance rules in expatriate applications 

Stricter Oversight for Expatriate Applications 

Malaysia will begin enforcing stricter compliance measures for expatriate applications on 1 July 2025, with the Expatriate Services Division (ESD) implementing a six-month suspension for companies that fail to meet regulatory standards.  

Companies that submit false reports, forged documents or misrepresent information will be barred from submitting new applications or appeals for six months. During this period, authorities will review the company’s compliance history and governance practices before determining eligibility to resume applications.
