Kuwait Introduces New Salary Compliance Mandate

AS’HAL Salary Oversight
Kuwait announced a major compliance update for companies operating under its labor system. Starting 1 November 2025, the Public Authority for Manpower (PAM) will require full integration of all salary approvals and transactions with the AS’HAL Salary Portal.
Employers must:
- Transfer salaries through a local Kuwaiti bank and clearly mark them as salary.
- Match the transferred amount to the employee’s work permit.
- Submit a justification letter to PAM if they reduce salary due to unpaid leave, tardiness, or similar reasons.
- Complete salary transfers by the 5th of each month.
- Monitor the AS’HAL portal for salary records, which should appear within 24 hours of transfer.
Failure to comply or explain discrepancies may result in suspension of the company’s PAM file.
Additionally, companies must begin submitting detailed employee work data into AS’HAL, including working hours, break periods, weekends and public holidays.
