Hong Kong Expands Short-Term Work Scheme

  • Hong Kong expanded its STV Scheme to include five new sectors and more authorized organizations 

Hong Kong Short-Term Work Scheme  

Effective 1 November 2025, Hong Kong expanded its Immigration Facilitation Scheme for Visitors Participating in Short-term Activities in Designated Sectors (STV Scheme).  

The number of designated sectors has increased from 12 to 17, with five new categories added:  

  • Environment; 
  • Occupational Safety and Health; 
  • Maritime; 
  • Think Tanks, and  
  • Others. 

The expansion also raises the number of authorized organizations from approximately 400 to 490.  

These organizations may continue to issue invitation letters to eligible foreign professionals, enabling them to engage in short-term, remunerated activities for up to 14 consecutive days per visit without requiring employment visas or entry permits.  

Activities must align with Hong Kong’s economic and policy objectives and should not adversely affect local employment.
