Finland: Updated Short-Term Business Travel Recommendations

Overview 

The government of Finland adjusted its advice for foreign nationals to apply for an A1 Certificate when traveling to the country for short-term business purposes, conferences or recreational trips.  

Instead, travelers only need to obtain an A1 certificate when a country requires it or in cases when short-term work is at a construction site or other location with a high occupational hazard rate.  

The Finnish government also noted that in cases where it is later found that a foreign national requires a certificate, an A1 certificate can be applied retroactively. 

What are the Changes?  

On 8 May 2023, the government of Finland updated its advice for obtaining an A1 certificate for short-term business travel. The government previously advised that European Union and European Economic Area nationals acquire an A1 certificate for short-term business trips, regardless of the length of work or short postings abroad.
