Finland Revises Work-Based Residence Permit Rules

  • Finland is introducing new regulations for work-based residence permits, effective 11 June 2025, including unemployment protection and employer notification requirements 

Key Changes for Workers and Employers 

Finland will implement new rules for work-based residence permits on 11 June 2025, introducing unemployment protection and requiring employers to notify authorities if jobs end prematurely. Key changes include the following:  

  • Unemployment Protection Period: If their employment ends, workers with a residence permit will have three months to find a new job. Specialists and those who have lived in Finland for over two years will have six months. 
  • Permit Validity During Unemployment: If a worker cannot secure a new job within the protection period, their permit may be withdrawn unless they qualify for another residence permit. 
  • Employer Notification Obligation: Employers must inform the Finnish Immigration Service within 14 days if an employee’s job ends prematurely. Failure to do so may result in sanctions. 
  • Expanded Work Opportunities: Unemployed permit holders can now apply for jobs in labor shortage sectors, such as nursing and metal processing, without needing a new permit. 

These amendments aim to strengthen oversight and improve employment stability for foreign workers in Finland.
