Canada Issues Temporary Halt on Removals to Israel and Lebanon

Key Point

  • Canada has temporarily halted removals to Israel and Lebanon as of March 7, 2026, due to ongoing conflict and safety risks in both countries.

Halt on Removals to Israel and Lebanon

Effective March 7, 2026, Canada imposed an Administrative Deferral of Removals (ADR) for individuals facing removal to Israel or Lebanon.

Officials are implementing the measure because current conditions in both countries pose generalized risks to civilians, including ongoing violence and civilian casualties.

The ADR applies to individuals with removal orders except those inadmissible for serious criminality, security grounds, human rights violations or organized crime.

Looking Ahead

As a result of this measure:

  • Affected individuals may remain in Canada temporarily until conditions improve.
  • Removal orders will resume at a later date once the situation stabilizes.
  • The ADR is issued under Immigration and Refugee Protection Regulations, paragraph 230(1)(c), which allows Canada to pause removals to countries deemed unsafe due to conflict, violence or environmental disasters.
