Singapore to Launch No-Boarding Directive System for Enhanced Border Security

Border Security Screening System
Singapore will implement a new No-Boarding Directive (NBD) system to enhance border security by screening travelers before arrival. The system empowers the Immigration and Checkpoints Authority (ICA) to instruct transport operators to deny boarding to individuals flagged as high-risk due to criminal convictions, public health concerns or immigration violations.
The directive will be rolled out in phases:
- Air checkpoints: Implementation begins in 2026
- Sea checkpoints: Implementation begins in 2028
Transport operators will be required to comply with ICA directives, and non-compliance may result in fines up to SGD 10,000. The system is part of Singapore’s broader strategy to strengthen border controls, following the Immigration (Amendment) Act, which took effect on 31 December 2024.
