Poland Vetoes Amendment to Ukrainian Special Act

Presidential Veto Blocks Amendment to Ukrainian Special Act 

On August 25, 2025, Polish President Karol Nawrocki vetoed legislation previously passed by the Sejm that would have extended social benefits and temporary protection for Ukrainian refugees until March 2026. The vetoed bill included provisions for continued financial assistance and access to public services. President Nawrocki stated that the refugee support framework requires reform and proposed limiting benefits to those actively employed in Poland. 

Affected individuals include Ukrainian nationals residing in Poland on extended visas, residence cards or visa-free stays. Without legislative action, these groups may lose their legal right to stay and work after 30 September 2025. Authorities are urging impacted individuals to apply for residence permits to maintain their legal status.

Ukrainians holding UKR status under the EU Council’s temporary protection mechanism are not affected by the veto. On 13 August 2025, the EU formally extended temporary protection until 4 March 2027. Poland’s Office for Foreigners confirmed that existing certificates remain valid through the extended period without reissuance. Individuals with residence documents, such as temporary residence permits, will also retain their right to stay and work beyond the 2025 deadline.
